Aquila is not the obvious place for preparing for battle, but it does have water, and Thorne's navy is very formidable. It would take a long time for their ships to get across the continent like that, if there was an attack.
His family moved into the castle, he's often with his niece now, I think he is trying to control her, although it's hard to say. We don't know much about him outside of his rank. He's slippery.
